William Neill was born in Salford, Manchester, Lancashire in 1879 and enlisted in the Shropshire Light Infantry in October 1898 having previously served in the 4th Battalion Lancashire Regiment.
He served until October 1910 when he was discharged having completed 12 years service.
He had served in South Africa in the 2nd Battalion from 7th November 1899 to 27th November 1900.
